What is PICME 3.0?
PICME (Pregnancy and Infant Cohort Monitoring and Evaluation) is a digital initiative by the Department of Public Health and Preventive Medicine, Tamil Nadu. The 3.0 update makes it easier for mothers to self-register ("Pre-registration") and track their health status from pregnancy until the child is 16 years old.
Mandatory RCH ID
Essential for obtaining a Birth Certificate. Without an RCH ID, birth registration is not accepted by municipal authorities.

Documents Required
To complete your verification and generate your RCH ID, please have the following original documents ready for the Village Health Nurse (VHN) visit.
Ensure the name on your Bank Passbook matches your Aadhaar card exactly to avoid payment failures.

Registration & 1st Visit
Register on portal. VHN verifies documents. 1st Installment (₹2,000) credited upon completion.
1st Nutrition Kit
Receive the Amma Nutrition Kit worth ₹2,000 containing health mix and iron tonics.
2nd Installment
Completion of 4th month check-up. ₹2,000 credited to bank account.
Birth & 3rd Installment
Delivery at Govt Hospital. Birth Registration via RCH ID. ₹4,000 credited.
How to Register Online
Follow these steps on the official PICME 3.0 portal.
Visit Portal
Go to picme3.tn.gov.in and click the green button labeled "Pre-registration by Public".
Enter Details
Fill in your Aadhaar, Name, Address, and Mobile number. Select your Village/Ward correctly to assign the right nurse.
Status Check
You get a 12-digit Application ID. Use "Pre-registration Application ID Status" on the portal to track it until the nurse calls.
Receive RCH ID
Once verified by VHN, the official RCH ID is sent to your mobile. This is your permanent user ID.
Check Your Eligibility
To avail the financial benefits under the Dr. Muthulakshmi Reddy Maternity Benefit Scheme (MRMBS), you must meet specific criteria.
Age Limit
Mother must be at least 19 years of age.
Number of Children
Benefits are applicable only for the first two deliveries.
Residency
Must be a resident of Tamil Nadu with valid proof (Ration card/Aadhaar).
Registration Time
Must register PICME before 12 weeks of pregnancy.
How to Login to Dashboard
Once you have your RCH ID, you can log in to check your installment status, medical history, and upcoming appointments.
User ID
Your User ID is your 12-digit RCH ID (e.g., 123456789012).
Password
Usually your registered mobile number or a password set by your VHN. If it fails, try the "Forgot Password" link.

How to Download Birth Certificate
Once the baby is born, the hospital registers the birth using your RCH ID. You can download the certificate online for free without visiting any office.
Select "Birth Certificate"
Click on "Birth Certificate" -> "Search". Choose "RCH ID" as the search option.
Enter RCH ID
Type your 12-digit RCH ID. The certificate will appear. Download and print it.
